The Ministry of Justice Trains Key Law Enforcement Officials to Strengthening Fight Against Human Trafficking
From May 14 to 16, 2025, the Ministry of Justice, in collaboration with the European Union, conducted a training to strengthen national efforts in combating Trafficking in Persons (TIP). The three-day workshop brought together 31 participants, including representatives from the Maison d’Accès à la Justice (MAJ), Isange One Stop Centers, Rwanda Investigation Bureau (RIB), National Public Prosecution Authority (NPPA), and Directorate General of Immigration and Emigration (DGIE).
The training focused on victim identification, legal assistance, case management, privacy and confidentiality safeguards, and strengthening inter-agency collaboration. Its primary objective was to build the capacity of frontline law enforcement officers in identifying, investigating, and prosecuting TIP cases while ensuring the rights and protection of victims, in line with national legislation and the Ministerial Order No. 013/MOJ/AG/21 of 29/08/2021.
Participants engaged in interactive and practical learning approaches, including case studies, role-playing exercises, and group discussions. These methodologies enabled participants to apply legal principles in realistic scenarios, enhancing their understanding and preparedness to respond effectively to trafficking cases.
Mr. Ndengeyinka William, Senior State Attorney in the department of International Justice and Judicial Cooperation, emphasized the importance of a coordinated and victim-centered approach:
"Equipping law enforcement with both legal knowledge and practical tools is essential. This training ensures that victims of trafficking are not only identified but are treated with dignity and supported throughout the justice process." He said
Key outcomes of the training include improved capacity to identify TIP victims, a stronger grasp of the legal and institutional framework addressing trafficking, and increased cooperation across institutions involved in combating TIP.
This initiative highlights the Ministry of Justice’s ongoing commitment to human rights and justice reform.
